Is there any limitation on OpenGL?

My question is, would it be possible to create a game similar to “Ghost of Tsushima”, which was released this year and his graphical engine reenders the game with graphics that only lastest generation PC's could handle, on OpenGL?

This is just a curiosity question.

Yes that's possible. OpenGL is roughly the same as DirectX 11.

If doing something really pushing the hardware capabilities two things come to mind.

AMDs Windows OpenGL drivers seem to have much poorer performance than expected for some reason (compared to same program on Linux, D3D11 or comparable NVIDIA hardware). Not sure if this is something a game can optimise around if it wants to.

Direct3D12 and Vulkan generally can offer better performance, but are more complex to use than D3D11 or OpenGL.

Not sure on the Apple systems. And outside PC not every platform has OpenGL.
